2025-26 Draft IDP, BUDGET & PMS Process Plan

Chapter 5 of the Municipal Systems Act (MSA), Act No. 32 of 2000 states that a municipality must undertake developmentally-oriented planning process to produce an Integrated Development Plan (IDP). The process plan in this case essentially fulfils the function of a business
plan and/or operational plan for the municipal review process of the IDP, Budget and Performance Management System (PMS).
